Abstract:

This 21-page report examines policy challenges related to the safe and voluntary return of Afghan refugees to Afghanistan as a major part of the U.S. reconstruction effort in Afghanistan. It provides historical and demographic information about Afghan refugees, profiles of remaining refugees in Pakistan and Iran, and describes U.S. assistance for Afghan refugees. Issues for Congress are discussed, including USG funding, sustainability of returns, and new political arrangements in South Asia.
