Reeves, this toolkit introduces other communities to the concept of community planning, and contains materials to help communities define their vision, mission, and purpose. It provides self-assessment tools and advice for developing partnerships. Guidance for developing the community plan includes sample plan format and process methodology, as well as ways of measuring success.
